These supplementary Regulations are drawn up in accordance to
the General Prescriptions applicable to all events under the FIA
Standard Rally Regulations, and the prescriptions for rallysprint.
These General Prescriptions are available by your ASN or via your
Motor Club

CHAPTER II
ORGANISATION
ARTICLE 1 : ORGANISATION
1. Definition:
The organiser of the 31° HEUVEERLRALLYSPRINT of the MONTEBERG
which will take place on 17-18 May 2004, is th Sporting Authority
of the AUTOMOBIELCLUB TARGA FLORIO at YPRES.
This event will be run in compliance with the International Sporting
Code (and his appendices) of the Federation International de l'
Automobile (F.I.A), the Belgian National Sporting regulations, and
the present regularisations. This regularisations became the Visa
from the National Sports Authority R.A.C.B/C.S.N under n° B18,
29.03.2002
CHAPTER III
GENERAL CONDITIONS
ARTICLE 2 : ELIGIBILITY
The 31° ONE-STAGE-EVENT OF THE MONTEBERG counts for the Targa
Florio Challenge
ARTICLE 3 : DESCRIPTION
The "ONE-STAGE-EVENT" of the Monteberg is a stage of 9,170
meters. (100% asphalt). On Sunday morning two practices. The official
runs, OBLIGATORY, will take place on Sunday afternoon from 13.00
Hours; the best time makes the final result. The interval between
each car will be 1 minute.
ARTICLE 4 : ELIGIBLE VEHICLES
4.1 GROUPS
An entrant wishing to enter a vehicle for this event must ensure
that at the date of scrutineering the vehicle is or was hologated
according to the prescriptions of appendix J of the International
Sporting Code for the Groups mentioned below, except for cars in
Group E.
The following cars may participate in the event:
- Group N : Production cars
- Group A : Touring cars with exclusion of Sports evolutions
- Group R : Belgian National Rally cars (see new regalement Group
R 1998 Belgian National Rally)
- Group H : Historic and classic cars....
Classification by periods:
E = Cars built between 01/01/1947 and 31/12/1961
F = Cars built between 01/01/1962 and 31/12/1965
G = Cars built between 01/01/1966 and 31/12/1971
H = Cars built between 01/01/1972 and 31/12/1976
Group B : Sports cars : except forbidden Group B (F.I.A list) :
max 1600cc.
Group E : Experimental cars (all in one class)
4.2 CLASSES

-N1: from 0 to 1400cc
-N2: from 1400 to 1600cc
-N3: from 1600 to 2000cc
-N4: more as 2000cc
-A5: from 0 to 1400cc
-A6: from 1400 to 1600cc
-A7: from 1600 to 2000cc
-A8: more as 2000cc
-A5: from 0 to 1400cc
-A6: from 1400 to 1600cc
-A7: from 1600 to 2000cc
-A8: more as 2000cc
-R9: from 0 to 1400cc
-R10: from 1400 to 1600cc
-R11: from 1600 to 2000cc
-R12: more as 2000cc
-H13: from 0 to 1300cc
-H14: from 1300 to 1600cc
-H15: from 1600 to 2000cc
-H16: more as 2000cc
-B17: from 0 to 1300cc
-B18: from 1300 to 1600cc
-E19: all in one class.
The results shall be announced for each group, and class results
in each group.
To be allowed to the start, all cars must be conformed with the
FIA safety regulations Appendix K for Historic and Appendix J for
Classic cars.
ARTICLE 5 : ELIGIBLE COMPETITORS
5.1 Any person of legal entity holding a National Competitor's licence
valid for the current year is eligible.
5.2 Where the entrant is a legal entity, or in any case not part
of the crew, the first driver named on the entry form will be held
responsible for all liabilities and obligations of the entrant,
throughout the whole competition.
5.3 Any incorrect, fraudulent or unsporting action carried out by
the Competitor or the crew will be judged by the Stewards of the
Meeting who will impose penalties may go as far as exclusion.
ARTICLE 6 : ENTRY FORMS - ENTRIES
6.1 Anybody wishing to take part in the 31st ONE-STAGE-EVENT of
the MONTEBERG must send the entry from duly completed to the secretariat:

Details concerning the co-driver can be sent up to the signing on.
The changing of a single crew must be approved by Organizing Committee.
The changing of two crew members may only be authorised after approval
from the Stewards.
6.2 No amendments may be made to the entry form, except ni the cases
provided for in the present regulations.
However, the entrant may freely replace the car declared on the
entry form by another from the same Group and the same Class, up
to the moment of scrutineering.

6.8 Maximum number of entrants = 90
ARTICLE 7 : ENTRY FEES - INSURANCE
1. The fee is €115 payed by Bank before 5th May + €15 if payed at signing on.
For all UK entrants we propose the deal: Entry fee €60.00 paying by bank transfer + €15 if payed at signing on.
For the Metro-6R4 the entry is reduced to €30.00 + €15 if payed at signing on.

4. In case of contestation of the interpretation of present regulations
only the French text will be binding.

ARTICLE 17 : TIME CONTROL (TC) - EXCLUSION
Setting up of time controls is up to the organisers.
Lateness at TC. Is penalised by 5 sec. pro minute.
Earliness at TC. Is penalised by 10 sec. pro minute.
ARTICLE 18 : SPECIAL STAGES
1. Special stages are speed tests on roads closed specially for
the event.
2. During these events, all those in the car must wear F.I.A approved
crash helmets and fireproof clothing, under pain of exclusion.
3. Crews are forbidden to drive in the opposite direction to that
of the rally, under pain of exclusion.
4. Starts of special stages will be given as follows:
- When the car with it's crew on board has stopped in front of the
starting control, the marshal will enter the time scheduled for
the start of the car in question on the stage sheet (hour and minute).
He will hand this document back to the crew and will countdown aloud:
30", 15", 10" and the last five seconds one by one.
- When the last 5 seconds have elapsed, the starting signal shall
be given upon which the car must start immediately. Starting time
will be taken on the crossing of the second line (flying start).
- Each crew has to start in the 20 seconds after giving start, if
not he will be pushed out of road followed by an exclusion.
5. The start of a special stage may only be delayed in relation
to the scheduled starting time by the Post Marshal in case of "force
majored".
6. Special stages will end in a flying finish, stopping between
the yellow warning sign and the stop sign being forbidden on pain
of exclusion. Timing will be done on the finish line, which must
print-out equipment and shall be backed up by hand timing. At a
distance of 200 to 300m after the finish, the crew must report to
a control (point stop) indicated by "STOP" sign to have
it's finishing time entered on the timing sheet (hour, minute and
second, 1/100th of a second). If the timekeepers cannot give the
exact finishing time to the marshals immediately, the latter will
only stamp the crew's sheet and the time will be entered at the
next neutralisation zone or regrouping control. During the special
stage, assistance is forbidden.

Any team taking part in the rally-sprint, must arrive at scrutineering,
with it's full crew and car. Location of scrutineering area : Market
Place at Dranouter, Nieuwkerkestraat, Garage GRUSON.
The crew must show the car's homologation from as well as any appendices
to this form. If this are not submitted, the Stewards of the meeting
will study the case.
2. The scrutineering carried out before the start will be of a completely
general nature ( checking of licenses, make and model of car, apparent
conformity of the car with the group in which it is entered, essential
safety items and conformity with Traffic rules ).
3. To be allowed to start, all cars must be equipped with roll-bars
complying with F.I.A specifications, with one or two fire extinguishers
( total minimum 4 kg ) and other safety devices as specified by
the F.I.A also fire proof clothing.

ARTICLE 21 : FINAL CONTROL
1. As soon as each crew arrives at DRANOUTER on 16/05/2004 it shall
drive it's car to the parc fermé
A brief check shall be carried out to verify :
- it's conformity with the car submitted at the scrutineering specified
under at.12.
- if there is cause to impose the penalties under art.23.
2. The absence of one of the identification marks, as per art 21.1,
shall result in exclusion from the event.
3. Without it being compulsory, through scrutineering involving
the dismantling of the vehicle for the crews in the first places
of the general classification and/or in each group and possibly
or any other crew, may be carried out at the absolute discretion
of the Steward of the Meeting ex - officio or following a protest
or upon the decision of the Clerk of the Course.
4. Should the above-mentioned dismantling be the result of a protest,
a deposit in accordance to art 24.2, to be paid in advance and covering
all the costs incurred by the operation, shall be demanded from
the claimant. If the protest turns out to be founded, the deposit
shall be reimbursed to the claimant, and charge to the defaulting
competitor.

CHAPTER VII
PROTEST - APPEALS - CALSSIFICATIONS - PRIZES
ARTICLE 23 : PROTESTS - APPEALS
1. All protests must be lodged in writing and handed to the Clerk
of the Course together with the sum of 10,000 BEF which shall not
be returned if the protest is judged unfounded.
2. If the protest requires the dismantling and the re-assembly of
different parts of a car, the claimant must pay an additional deposit:
a) wheels, steering, bodywork, brakes :

b) transmission, bridge :

c) cylinder heads, valves, crams haft, fuel system, cylinder capacity

d) valves pistons, rods engine bloc, oil pump :

3. the expenses incurred by the transport of the vehicle shall be
borne by the claimant if the protest is unfounded, or by the competitor
against whom the protest is lodged in the claim is founded.
4. If the claim is unfounded, and if the expenses incurred by the
protest (scrutineering, transport, etc.) are higher than the deposit
amount, the difference shall be borne by the claimant, Conversely,
if expenses are less, the difference shall be returned to him.
5. The entrants may lodge an appeal against the decisions, in conformity
with the stipulations of art. 181 of the International Sporting
Code.
ARTICLE 24 : CLASSIFICATION
1. Penalties shall be expressed in hours minutes and seconds. The
fnial result shall be determined on the best time made in the three
runs.
The crew with the lowest time shall be proclaimed the over-all winner,
the next lowest, second and so on. The Group and Class result shall
be determined on the same base.
2. In case of ex-aequo, he who accomplished the best time for the
1st special stage will be proclaimed winner.
If this is not enough to be able to decide between the ex-aequo,
the times of the 2nd and 3rd special stages shall be taken into
consideration.
3. The result shall be posted in accordance with the programme on
16/05/2004 at 18.00Hr in the tent at the start.
4. The classification is official and final at the end of the rally-sprint,
30 min. after the posting of the results.
